POAs and Representation Agreements - BC Only - October 2011

Overview: This course deals with three tools that help adults with substitute decision making: Powers of Attorney, Representation Agreements, Committee Orders.

You will learn how these three tools are used to assist adults with decision making, and how each should be handled by the credit union. This cours also reviews the risks that these tools can create for the credit union if handled incorrectly.

AML - January 2011

Overview: CU Training’s AML program has expanded to address specific credit union roles and responsibilities, as well as the new legislation. Each credit union has the ability to include the credit union’s own specific policies and procedures as required by FINTRAC. This customizable template, developed in conjunction with Williams McGuire, provides general policy guidelines.

To assist credit unions in addressing the training related to these changes, and to further support credit unions in achieving FINTRAC’s requirements, CU Training has engaged the firm of Williams McGuire (www.amlcompliance.ca) to continually review our Anti-Money Laundering (AML) course content against prevailing legislation, and to provide guidance and upper range practices. Williams McGuire is a dedicated anti-money laundering practice that reporting entities, including credit unions, banks, securities dealers, money services business and other financial entities, consult in order to understand and meet their AML risks and responsibilities, and to effectively respond to FINTRAC examinations. Their team of full-time professionals is comprised of former FINTRAC intelligence analysts, veteran AML executives and certified AML specialists.

Beginning in January 2011, as per FINTRAC’s recommended policies, AML Learning Partners will have access to monthly Anti-Money Laundering case scenarios and tips. This resource will arm your staff members with practical knowledge to improve their ability to further mitigate money laundering risk factors. The monthly material, developed by Williams McGuire, can be assigned to your employees as part of your AML training program.

Also included are quarterly Anti-Money Laundering web sessions hosted by CU Training and Williams McGuire.

CARD FRAUD

Overview: Card Fraud informs staff about the most common forms of card fraud and includes sections on the dollar losses due to card fraud in Canada each year; the methods used to skim cards and obtain card data fraudulently; how to recognize ATM and POS terminal tampering; and the new CHIP and PIN technology being implemented by the credit union system and card issuers to prevent card fraud.

AGRIINVEST

Overview: AgriInvest is a simple and innovative program that helps agricultural producers save money to cover small income declines and support investments to mitigate risk or improve market income. AgriInvest accounts give producers a convenient way to access their accounts and withdraw funds at any time.

WORKPLACE VIOLENCE AND HARASSMENT

WHMIS

INTRODUCTION TO COLLECTIONS

Overview: Introduction to Collections is designed to introduce staff new to collections activity to the fundamentals of collecting delinquent debt. Staff will learn the importance of the collection department in maintaining a successful loan portfolio, standards for collector conduct, organization of the collection function, and some of the main reasons for member delinquency on loans. Some collecting techniques used in early stages of delinquency are discussed.

THE COLLECTION CYCLE

Overview: The Collections Cycle introduces staff to all stages of the collection cycle, from the early stage of delinquency, then through personal contact, workout situations, serious delinquency, bankruptcy, to write-off and recovery. Staff learn about the remedies available to collectors at each stage, and the importance of resolving delinquency in the early stages before it becomes a more serious problem.

COLLECTION PROCEDURES

Overview: Collection Procedures takes staff through collection actions in detail, proceeding through actions of increasing severity in depending on the severity of the delinquency. This program includes guidance for effective collection calls, use of collection letters, revocation of 'plastic card' access, exercising right of set-off, repossession, proceeding with legal action, and use of third party collection agencies.

OVERVIEW OF COLLECTION LAWS AND REGULATIONS

Overview: Overview of Collection Laws and Regulations provides staff with an overview of the provincial and federal laws governing credit reporting activities and debt collection practices. This includes the role of the credit union in helping to maintain accurate credit information on file at credit bureaus, resolving member disputes related to credit information, and complying with restrictions on the collection, disclosure, and use of credit information. Provincial legislation governing debt collection practices is introduced. Staff learn about prohibited practices, the importance of complying with privacy legislation, and restrictions on communicating with the debtor, the debtor's employer, and other persons.
